Textures "Very Low" or "High" are recommended and differs from person to person, although there is minimal difference between them
Facility lights on and off also differ from person to person, you must test this yourself

To check your available cores, open your task manager and navigate to the performacne tab. From there click on your CPU and look for the amount of "Logical Processors" you have, this is the amount of cores you have available.
Afterwards, edit the configs above and make sure to set your job-worker-count and worker-threads values as they are left empty by default when downloaded.
Rename the file to "boot.config", and then drag and drop to the directory "C:\Program Files (x86)\Steam\steamapps\common\SCP Secret Laboratory\SCPSL_Data". Replace the existing boot.config.
To check if you have successfully installed it, press f3 when you are in a server and look for a blue text next to the build guid. (color idea from yevz)

You have to manually set these for your specific cpu as it differs. Check if you have SMT or hyperthreading enabled, then the maximum cores you have for example I have 8, I would do 8-1 and put 7. If I had SMT on which would create 8 more cores, this would be 15. ALSO attempt a lower job worker count, for example for me I would try 5 or 4 and compare results.
