I feel like Northwood are naturally hesitant on giving any SCP ranged attacks.

If they do exist, they need to be constrained and have setup time. Startup and Endlag.

For example, 049 throwing syringes as an example, I imagine he has to setup first and can't immediately throw, and ranged attacks in general are more of a risky but skill based move, or ambush based.

The issue with ranged attacks in general is it's harder to account for counterplay. Imagine dying to a human with a gun in SL in a situation you can't react to, and imagine how awful the experience would be if given to an SCP.
