Bethesda's writing style is like an amusement park. That's why their independent side content is usually miles better than whatever main quest they try to put together. They prioritise delivering short moments of story after another to the player rather than conveying a long and cohesive narrative

It's kinda why the TV show ended up like it did

I enjoyed the Brotherhood squabbling bits. They were shown as undisciplined from the start and it has a payoff. It makes you actually think about why the Brotherhood was so insular before.

We saw both sides of the spectrum through Hidden Valley and the show.

The ghoulified Kings were used often in the promotional material for Season 2, and New Vegas fans thought that it was meant to be fan service for them which is why they were disappointed when Lucy just shot a bunch of ghoul Kings

but truth is the more likely reason as to why Bethesda chose to show off the ghoul Kings that much in their marketing was to show the brand new audience what to expect this season

and that's a way they tell a more general audience to get excited for the Las Vegas season
