idc this was like an hour ago, from what creative arts ive seen online, this is what I think personally
Solid tone is best for an official sounding thing, such as an after-action report being read out officially. Its what you would assume a real redaction would be in a classified document.
If this is someone in the middle of smth, such as you're voicing a soldier reading a classified document, then imo use radio chatter. Its kinda errie but doesn't violate peoples ears and (again, imo) fits in more.
If you are doing something strange (or anonymolous) then do static. It fits in the case where for example an SCP is effecting it, or maybe something like overhearing another radio, it provides more questioning.

Tho, in the end i would try all of them if possible and just see which sounds best based on context
