well, right now the rotation makes up about a third of all coins spent. Generally people have way too many coins that they got for free and I need to get them to spend those coins and spend some money, so that I can actually make some money from the game. I am not saying I am 100% convinced of the rotation yet either, but right now it somewhat helps with the problem. It's also not intended to be a thing where you are supposed to see everything, instead I want different players to have different options and look even more different in-game from each other as a result of that.
think of it more as your own personal weekly shop ,the fact you can reroll is just an extra
