well yes, but it would be kinda like what heavy crossbow is to heavy turret. They both fire projectiles, but one of them is a weapon, and one is a skill.

i mean its not really a bad suggestion
theres a lot of weapons that have literally the same crit conditions as others
this one is just too similar to excrossbow imo
