This does have its uses (though I don't really remember a lot of cases where 😐 or 😶 have been used here) and there's not really anything that fills the exact role of the emojis listed. The use case of said emojis still is kinda similar to conveying something like "seriously?" or "again?" and there's already multiple emojis to fill out that role.
However emojis have niches and can be interpreted in various ways, so I wouldn't count this one out, though I'm very hesitant to say it should be added.
Also I agree with Robin here this Mii does not work so well

Also following up on this the main use would probably be the same as , , , , etc.
That leaves it as a more niche emoji and while we have some, most were added before they became niche or were created by the mods themselves.
If you can give a good use case for this emoji I'd say it has better odds of getting accepted but I'm not really sure what else it would be used for.

The thing is, all of those show of different emotions, distressed, suspicious, tired of yo shi-, etc. Hubert is just looking. He is the true neutral of the why emojis

Why do we need a true neutral if will remain as the one people use?
Neutrals in emoji categories aren't really used often anyways since other emojis can convey what you need to convey, and "tired of you" in is what's most used for a good reason: it's the most applicable to the expression here.

Alright but like. You don't need something for that. If you're kinda annoyed with someone it's not something you really need this for. When it's to the point that you're using that's when the situation is bad enough for an emoji reaction to be applicable

Look, I said it before and I'll say it again. If you want an emoji added then make it something people will use. It's why your previous suggestions were denied.
