I don't have it right in front of me, but there is power and ground, and the vhi logic pin connected to a neopixel strip

if you disconnect the neopixel strip, does it go back to normal?

Do you trust the 1v reading? Try some known voltages if you are not sure

I am pretty sure that I do, but I will check again when I am back with the circuit.

It’s possible the board got fried somehow.
