Whenever I play, there are always newer players that don't seem to understand the basics. I am talking about things like trying to kill people on their own team, not knowing how to use the vehicles, treating all game modes like team death match, etc.
I think that when you first play the game (IE first match on a new account/first match of a guest acc,) there should be some sort of tutorial level where you fight against some static test dummies and it shows you how to control vehicles and how to change weapons.
I know there are tutorials that explain some things, but they aren't very obvious and they cover things like how to snipe well or how to use grenades to their full potential. These are more advanced than what I am suggesting.
If implemented, the user experience would be benefited for new players who will now be able to have more control, and the more experienced players will also have more fun, not having as many easy kills or annoying teammates.

Might I suggest that there should also be a "skip tutorial" button? Might help some people that are using guest accounts until they get like 1.0KD then they make an account 🤷 :)

under this tutorial thing a new player will get the tutorial and learn how to play
if someone is deliberately forming a fresh account instance via incognito tab then they are the only ones who get faced with the pop ups again and again
these are not new players
these are players deliberately avoiding being signed into an account due to the cookies having them signed in, simpler to incognito tab to have a guest account
or they are deliberately trying to get around the temp-account stored in cookies for their guest account
some basic stats are kept in a temp-acount before an actual account is made if you were unaware
after a user has played enough
so this is where you can get guests with Elo
deliberately avoiding cookies via incognito as an example for fresh guest account every time will ensure 1300 Elo to the matchmaking
it's one of the huge elements of the guest system I currently hate and what makes smurfing at an all time worst
legit new players are going to see the popup once
only people acting in ways to act as fresh player to the game are going to see repetitive popups for something like this
and this is why that's good
be annoying to the people trying to do things like smurfing
it's not going to affect your everyday regular player
the less accessible and fun smurfing becomes, the less-likely players will do it

now to be clearer on the suggestion as a whole, the main suggestion for this sort of thing is for a training map
I would rather just the training map players can access and that new players may be put into briefly on first visit
this particular suggestion actually takes players out of the experience whenever something new comes up
I would think that being suddenly taken out of your server, maybe with a friend who introduced you, to suddenly be in some tutorial thing for vehicle escort before you're allowed to go back... I would think that to be annoying
particularly if in the time you were taken out, the server is filled up and you can't even join back into the server you never chose to leave
I just say that if it were to be some thing that popped up in between rounds to have the option to learn, and had the option to skip, then the feature should be as annoying as possible for smurfing
