not an expert at rcon, but I suggest you use an API, like ptero's api

i've checked config files and made sure everything is correct
that error usually means the server isn't responding as if the port was closed on the server side
did you check if u can rcon using a rcon website or software

check your rcon setup in server.properties
also the rcon port may not be open on pebble
instead you'll prob need to request an additional port
they both match. Idk why the messages got deleted, - i think pebble uses a different rcon port than shockbyte
and put that as the rcon port either
the port is different on those files
