I think there is a spawn radius setting in the server.properties file or somewhere else depending on your server software, its default setting is 10, set that to 0

If that doesnt work, try breaking the blocks above the spawn point
Minecraft can work weirdly sometimes

my bad, its a gamerule (spawnRadius), not a setting that you can change

I did change it. It works only so far as keeping spawn at 0, 0, But I cannot get it to quit spawning me ON TOP of the building at spawn. I've tried placing a fence, an iron bar, a lower half slab, even a barrier block, but I keep spawning on top of that spot.

It's a multi level build...That would be um...destructive.

Vanilla has a hard coded spawn radius. It will randomly distribute players

Use a plugin like essentials spawn
