I want to create logs against admin abuse, so that when using the flight camera, nicknames, and other functions that are initially bound to shift + f(1,2,3...) for admins, they'll be able to do so
How can I catch this?

just dont give /admin, create a rocket perm group if you don't trust your admin's with /admin (blue hammer)

This is a hack. I want to write a proper plugin and then publish it so that others can use it if they want to catch violators among the administration.

i dont think you can detect those exact key presses

there maybe plugins that disable it altogether for admins?

possibly shutoff certain functions

also your response is silly, /admin is literally for TRUST ADMIN USER'S if you dont trust a person to not abuse admin, why give them access to literally /shutdown, make it make sense.

/admin gives access to any command and the Shift f1 stuff

There are Unturned logs that show the use of admin functions, but they are recorded either for 1 day or a couple of hours from the start, then they stop recording
and they are deleted with a reboot

you can try n use yeeti if you want logs but they dont do button loggin

as they would be literally criminal to do that in some countries

You can check if the player is in Janish/god mode, so why couldn't the same be done with the admin camera, nicknames, etc?
