im trying to modify my items , vehicles and ombies drop rate / spawn rate on pc unturned dedicated server but whenever i boot up the server with the newly modified config.json it doesnt work (it doesnt work it config.txt either so i dont know)

So there are multiple points here that need to be covered:
- I assume you are utilizing the Config.txt now. That is good. Stick with it as the .json should not be utilized anymore. Might be a good idea to get rid of it.
- Screenshot or copy the lines that you are modifying within the .txt. What format are they in? Plaintext like the rest?
- Are you trying to decrease or increase those rates?

The Config.txt file is in the same format as the Commands.dat file.

It is a percentage value. Figure out what percentage you want the spawn chance to be and convert it to a decimal like you would in middle school math.
e.g. 200% would be 2.0
Or 50% is 0.5
