Command.DAT file isn’t working ?

The Commands.dat file is blank by default. That is just how it works.

You input the commands you need on each line.

e.g. Map Washington
or Password ThisIsThePasswordToServer

so i just enter the information onto this plank notepad and it carrys over ?

Yep, you enter the commands into the apparently wooden notepad and the server will run them when it starts.
