Change the Armor_Hightier_Multiplier in your Config.json to 1.0 (Default is 0.5) or higher, this will increase the health of Structures that need raiding gear to break
if you just wanna nerf gun damage you can instead modify Gun_Highcal_Damage_Multiplier to 0.5
Make sure to modify the Correct Difficulty

Lowtier is only for Structures that can be damaged by all weapons

not exactly true, it's actually related to the structure (not sure if it applies to other things) Armor_Tier property, which defaults to high for things with "metal" or "brick" in the name and low otherwise
it's also a multiplier of the received damage (which is at least consistent), so higher values actually increase damage

Shouldve probably checked what the values actually do in the code
I think the way I learnt of this was someone seeing unexpected behaviour as a result of this feature over on the imperial(?) discord a while back

Like Karma said youll want to change Both. Set Armor_Lowtier_Multiplier to 0.5 so Wooden Structures have double Health and Armor_Hightier_Multiplier to 0.25 so Metal Structures have double Health
