Server hosting query - PVP

Two quick questions I have for this game as I want to host a tournament with friends.

1 - Can you 'paint' areas PVP enabled only?
2 - Can you reduce PVP damage by %?

Plugins are not on the workshop, and I dont know some public one.

You can make a custom map to have safezones that don't allow pvp or use a plugin that does a similar thing, and for damage you can edit the player's armor value in the config.json (lower values = more armor), though this will also make them more resilient to other things

you can also increase zombie damage to compensate for higher armor in the config.json, but vehicle explosions, falling, etc. will still do less damage

there are also arena maps which are a battle royale style experience
