Since its a dedicated machine, that slightly changes things:
- Whats your target playerbase? eu / us?
- How many servers are you planning to run?
- With or without pterodactyl?

I highly doubt you would need a dedicated machine for one server.
The max amount of ram you would need is 4gb + the size of the mods

This is where I came to consult in order to find information about why my server had a ping.

just get the best single-thread performance you can
that's the #1 thing that matters (at least outside of having enough RAM, but RAM is cheap and easy to find in good quantities)
other than that you'd want a good performance NVMe and after that the only thing that matters is networking

the 9700k is fairly slow and you'd have a hard time finding a server with less RAM

as mentioned a number of times prior this is almost certainly a plugin issue compounded by other issues (namely slow IO or CPU), or much less likely a network issue
