Yeah. After you added the DLL into your Rocket/Plugins folder. Did you restart your server?

Same way as the other one. You would open up the Configuration of that plugin and change the values inside of it

No. That would not be it. That is for the Rich Announcer. It should be in one of the Rocket Files again. I dont remember which one though
