When i play on singleplayer with the same mods i get easily 200+ fps,but on my server i get around 30

This is normal, I personally don't know the exact cause but its likely do to the multiplayer aspect uploading everything to a server, etc. Although for you to be getting only 30 fps it might depend on the actual map you are using.

Are you running a server on ur own machine ? or is it hosted else where? if its the later, server spec?

that’s why, server is basically running another version of the game without the GPU and a few other optimizations here and there

It could be a combination of what Blaze said and just normal server stuff. Seeing you are running it on your own machine..

the CPU should be plenty good (and GPU doesn't affect this), only possible thing I could think of is running out of RAM but that'd take a decent bit
