He is using the -Glazer=IMGUI launch option.
A lot of players first inputted this launch option when the uGUI because they had some graphical errors. These days many players are faced with much scrutiny for sticking to the old UI, especially considering how some elements are incredibly blurry, alongside other things.
He should remove the launch option completely to resolve the issue.
