update: i was able to create my own map, but updating pre-existing maps still isnt an option

I was able to copy and paste the files of another map into the file of my blank map, effectively allowing me to edit it. its a workaround, still would like a fix

very weird, maybe try running your game with admin privilages

Only maps created by you will show up the game menu.
The Level.dat of a map indicates who owns the map.
You can create a .unlocker file to remove this limitation on maps that you want to edit.

Oh and also, just a headsup up; If you are wanting to change/edit trees and what not make sure to remove Foilage.Blob
