It's the submit section in-game under Workshop > Submit on the menu screen.

You need a path to the folder your mod is in and an image + name

make sure to add the name of the image to the end of the file path

so something like C:/Photos/logo.png

and your mod being in C:/Mods/CarMod where the full path of your mod would be something like C:/Mods/CarMod/omCars/Bundles/Vehicles/<CarName> containing <CarName>.dat + english.dat
