they are working nicely until you go on a ramp ,uphill or something like that

Yeah that is just the vanilla suspension, can't really fix that
then it stop in the air
just stopping for a few seconds then working again

Dunno if Windows will let you do that since it is technically the same process

could be thread starvation but unturned doesn't have proper authoritative checks for vehicle physics yet

If you are on a server there is a setting you can enable give me a sec
Add -ForceTrustClient to your server start up
Will get something much cleaner like this when going up hills and jumps on multiplayer servers
And to answer your second question. unless you mean a plugin config, I don't believe you can reload the config without restarting
