Nothing wrong there other than you not just having one rule and for some reason censoring the LAN IP
How do you get your internet connection? mobile? fiber?
I didn't know if that ip is important so I just censored it
but it's the ipv4

and I've got this using steamcmd like the guide is saying
"This tool can either be installed and updated using Valve's SteamCMD tool, or (not recommended) managed through your Steam Library."

Whats your commands.dat and config file look like? (Censor your key tho)
Commands are simple, just map, password and other simple things
Config is basically the same as it was with a few small edits for the normal difficulty so that, for exemple, to find always weapons with full ammo

Because unlike what Nick said setting the default port in commands has caused issues to people in the past. Ofc you could try using a different port for the server
Also back to the firewall you did set the rule to allow both outbound and inbound on the port
Yeah, however this would not matter in this instance
unless you're purposefully playing an old version through the betas which you'd certainly be aware of
only things I can think of are adding MAC Mapping (which probably won't do anything) and setting the WAN IP to be your external IP
before that I'd attempt disabling your firewall entirely and seeing whether that lets them join (using your external IP, not through Steam or the server browser)
if that works you can narrow the issue to likely be something about the firewall and we can go from there
this, by the way, is expected behaviour and is perfectly fine
and yeah, particularly specifying IP (and on rare occasion port) in the commands.dat has caused issues in the past

I'd recommend making a blanket rule that's not application specific

There is none right now
specifically I recommend making an inbound rule for ports 27015-27016 that allows UDP traffic and an outbound rule for the same ports that allows UDP traffic
the rule type should also be port instead of program as program can occasionally cause issues
you can leave them
so yeah just go to inbound rules > new rule > rule type (port) > protocol and ports (UDP, 27015-27016)
then the same for outbound
unturned just uses UDP
