It's not impossible, no. The mods that exist already work for linux. And making them just requires the same tools as the ones on Windows.

Some of the tools that might make creating mods a little easier might not be available on Linux (depends, idk, never looked), but the basic stuff you need is definitely available.

you really don't need VS, it just automates commands which are available within dotnet

You can use Visual Studio Code on linux, and it should work pretty well for .NET development. There's also JetBrains Rider. https://www.jetbrains.com/rider/
