Do you have the game on Steam, as Sea Voyager currently only work on the Legacy version of the game and that is only available through Steam?

Possibly. You did things kinds weirdly. Do also get BepInEx as Vortex there is telling you to do.

Just do as I’ve said and disable that SMLHelper you installed and get the Legacy version. Click on Mod Manager Download
