While doing easy diary tasks, I noticed casting low alch by the Fountain of Rune gave me my runes back via regenarate. So I thought I was big brained. I shot a player with wind strike near Ferox Enclave and did get my runes back. So I asked a player to come over to the fountain to cast a Surge Spell. Turns out, you can not regenerate runes from the Fountain during pvp. So no Surge spells for me.
