#Raids 4 Rewards Concept: The "Edict" Set (Justiciar + Inquisitor) & Making Tanking Viable

When Guthix awoke, he didn't choose a side—he ended the war. By establishing the Edicts, he forced the tyranny of Order (Saradomin) and the destruction of Chaos (Zamorak) into a perfect, uneasy stalemate. My proposal for Raids 4 honors that ancient act: forging the ultimate armor set by physically fusing the defensive mastery of Justiciar with the reckless aggression of Inquisitor. Welcome to The Edict Project—where true balance means being an immovable object and an unstoppable force.

Everyone knows OSRS has a "DPS-scape" problem—if you’re tanking, you’re losing. With Raids 4 on the horizon, I’ve designed a concept that forces a true Tank role into the meta without devaluing older gear. Meet the Edict Set: a heavy "Null-Iron" armor forged by sinking Justiciar and Inquisitor pieces. It features mechanics like "The Eclipse" (bodyguarding your team from wipe beams) and "The Clash" (tick-perfect parrying). It’s time to make being an unmovable wall just as high-skill as being a glass cannon.

Let me know if you have any input!

ah okay thank you

I think raids rewards should be usable straight out of the box. Shouldn't have to grind a second raid and a very tedious endgame boss to use the drop I get

In that case the raid could drop the initial edict set that functions as a higher defence inquis, and you only get the full set effect/bonuses once upgraded with justi and inquis.

I just hate the idea of adding more armour or weapons in the game when we have amazing gear that’s unbalanced currently in the game, we could use this opportunity to make them relevant again.

People also hate tanking since they lose dps but by adding reflected damage based on blocked damage, tanks can have high damage output too in certain scenarios

The "damage mitigation into increased crush accuracy" bit is clever. I'd remove all the stuff about raid mechanics though; Jagex certainly has all or almost all of the mechanics already down & many implemented by now. And they're not looking for feedback here as much. Though I do like having a dedicated "tank" role

yeah people currently hate tanking because their chances of MVP are nothing, but if we could reflect mitigated damage into damage, it becomes more enticing. Obviously not as much dps as a full damage build but throwing game mechanics where you have to run away or dodge, whereas a tank could stand and have steady dps could be a way to offset the difference

We need to put flat armor onto tank gear

could be integrated as a bonus once the edict part dropped from the raid gets fortified by justi and inquis

I think flat armor should part of another project rebalance. Put it on several sets of tank gear and adjust chip damage on certain bosses to make the flat armor balanced and rewarding.

Barrows armor is probably the cheapest set that flat armor would make sense for. Bandos could get a little less flat armor than barrows, oathplate and inquisitors and torva would get some, and justiciars would get the most flat armor of course
