A lot of PvM focuses around positioning, generally in response to what the boss is doing.
What if we flipped this and introduced weapons which require special positioning to bring to their full potential?
Here's some examples of what this might look like:

A sword which has a leaping DPS special attack if used outside melee range, but when the special attack is used in melee range it changes to a defensive/tech special attack.

A staff with a special attack that consumes 20% special attack energy to place a runic mark on the ground. Once 5 marks are placed, a special effect is activated depending on the arrangement of the marks. Some might be a big and powerful ult, others might be weaker and return some special attack energy.

A bow which deals additional damage/different special attack when firing in a straight cardinal direction.

A weapon with a special attack that creates an AoE buff area (for allies too!)

A bow or staff which after an attack marks a random nearby tile, the mark lasting a few seconds. Attacking from a marked tile increases damage.
You could layer multiple of these types of things together to make a higher skill ceiling. Like an off-hand equipment which has a set of positioning rules, combined with a weapon that has position dependent special attack.
It would be nice to have mid and high tier weapons which share the same or similar patterns, so you can learn them at a lower level, and carry the knowledge with you.
