hey, would it be possible for someone to make a plugin even though I'm mute so I could talk to my friends in chat or could I somehow appeal? I've been mute for 2 years and I know I did it wrong, but it would be nice to just talk in friend chat if possible, thanks 🙂

You appeal through the website not in game
You can try logging into the website and viewing your account offenses. It will show the perm mute and next to it will show if you appealed it previously. If you did and it was denied you can try a second appeal using the link above. If you didn’t I suggest doing the first appeal through your account offenses page

If you've done so - we'll go ahead and tag it differently as you may be waiting for a result from Jagex Support.
Please note we are regular players. We cannot do anything for your mute time, nor is there a possible plugin for players to attempt to do so for Mutes - that would defeat the purpose.
Just follow Bree's links, and hope for the best outcome on your second appeal.

RS3 has Quick chat to communicate with players yes, but OSRS I wouldn't be using that plugin as that defeats the purpose of the mute when there are other ways of communication outside of the game if your friends knew your socials like Discord. The mute is meant to reflect about what you said and not meant to be bypassed.
I wouldn't know how that would work, but you may try looking for it if that's an option, but again, follow the second appeal chance Bree suggested.
