I am running into a problem, I try to buy a membership and I just get stuck on the landing page of "we're getting your order ready" . I tried another account I have (inactive) and it works just fine.
Things I have tried:
Different browsers and devices
Manually allowing cookies
Disabling all adblock and antivirus
Any help would be appreciated. Let me give you my money Jagex.

When you log in, is there any unpaid balance message for you?
You may need to submit a ticket in regards to this issue as it could be something Jagex may have to check on your account such as an unpaid balance or issue on the account.

Sometimes players have gotten lucky just by refreshing the page a couple times.

I checked and I think it is a payment issue, doesn't seem to be a good way to resolve this myself so ticket it is, thank you Zike!

Alrighty! They'll go ahead and take care of it with the ticket sent, but it does take some time for a response, - payment issues has been a bit faster lately
