Why not? This only influences the economy in regards to players who are getting particularly unlucky with their drops. They get one claim if they go too long without the drop, and even then, if they take it, they still need to keep grinding points if they want to claim other uniques. Ironmen shouldn't be excluded from the playerbase, anyway.
Ok, then make it like 3-4x dry, and only apply to a single item per boss or something, not exactly at rate for every item
Sure, and like I mentioned in the post, I think that's more than reasonable- just not a single item per boss, though. That's just unreasonable.
Like, if we go with 3x dry cost, and a boss has 4 uniques that drop at a rate of 1/400 each, then to claim every unique assuming you never get a drop naturally, you have to kill the boss 4,800 times, or 1,200 times per item. I think you should have to put in quite a lot of work if you want to force RNG into your favor, but limiting it to one item per boss seems arbitrary when you're going to be putting that much work into it.
id say if you go 10x dry you can implement something like this

because Jagex would never poll this in the first place, they'd get laughed at
If you arent getting the item at 12x dry then idk what to tell you
i want to see reddit posts of people complaining they are 10x dry and you will not take that away from me
