Bounty Hunter Integrity Improvements

Problem
Bounty Hunter is comprised of Target pking and Rouge pking. However, the vast majority of kills you collect comes from target pking (over 99% from my record), as that is how you can benefit from the reward system. Rouge pking is unfortunately an outlet for ragging and is pretty much only used by players dumping special attack and running away.

Solution
Add a toggle in the lobby which lets you choose if you want to participate in rouge pking. Turn the toggle off and you only play the target game. This would add tremendous quality to the play experience, especially for players who are looking for honest and good battles.

You cant just say something shouldnt exist because you dont like it, and if you make it a toggle, then it dies because no one is going to say "yeah I want to be randomly attacked"

If nobody wants to be randomly attacked, aren't we moving in the right direction by introducing the toggle? The point is of course that a lot of players would appreciate such a toggle, but in the event that the player count is low at Bounty Hunter, it is still nice to have the option to fight anyone you want freely by asking them.
