Yes, it is a big buff. But doesn't it deserve to be that useful? This is an endgame boss we're talking about.
You can still use two dragon warhammer/elder maul specs, and the first one will always hit. Instead of only getting one elder maul spec that's guarenteed to hit.

The horn is already really good, as long as your not using it solo

I was thinking it could have the spec drain replaced with a cooldown timer. It would be something you take everywhere in melee loadouts. Just like you always have your saturated heart in magic loadouts. Too powerful, or what?
