Right now the minimum collection log score needed to be ranked on the hiscores is 500. This is way too high relative to the requirements of any other category. It was mentioned previously in a new-post that they will lower the threshold but there hasn't been an update on this since.

The problem is the inconsistencies with the rest of the thresholds. For example, if we go by your logic, then the minimum hiscore required to be ranked for fishing is level 60 (~274,759 exp). This is 2/100 of maxing to 99. Why the large discrepancy between between 1/3 and 2/100?
