Why
to speed up smithing training, id sell my bars to the shop then buy more gold ore from other, guy, removing the need for me to run to bank chest]
To sell bars?
The original post made me assume you wanted to purchase bars

A bar shop could kinda make sense for the “Keldagrim community” though… similar to the armour store that’s there. Maybe leave it unstocked or very low stock for lower level bars.
Facilitating for A: Buy-smelt-smtih-sell or B: Buy-smely-smith and (in theory) C: Buy-smith-sell.
This shop would allow fot removing the need to run to bank, and it would remove gp from the game
So by adding a shop for the purpose of selling your bars for gp, that would help remove gp from the game? 
Sell your gold ore to ore shop, and buy em with each run, so buy em back for more than you sell em
So your logic is that to remove gp from the game, create another source to introduce gp into the game?

Its essentially a gp sink if you're selling/buying at a loss. Pretty sure thats what he's saying

My only concern with this suggestion is that BF is already the fastest way to train smithing in the game, assuming you exclude the stupidly expensive methods involving shields or priff stuff. A shop that is closer than a bank would just boost exp rates even more.
Would likely not directly increase gp to the game as this would pretty much be equivalent to selling bars in rogues den = bad business. The useful part is like Omni states here, that u can turn the bar gp straight into ores, so gp in -> gp out.
