this bow is so under-whelming to use anywhere except olm.
even with bolt proc chance bp and bowfa overall out preform this item.
proposed:
1 make it 4-tick rapid
2 give it a higher passive bolt proc vs dragons.
3 increased base accuracy vs dragons.

my teams kill pool would strongly suggest otherwise.
im at 760 hydra mate is 1150 both tried the dhcb for solid 300+ each. i find bp with dragon darts to be 15-35 seconds faster per kill overall.
and bowfa is near same kill speed. however zero ammo upkeep.
dhcb needs some love for being a raid rewarded item

its legit meta though for irons to use in efficent cox
they use shadow with bp/dhcb
bp prob does become better when ruby goes down but it should still be good at higher hp hydra
i have not done calcs but im pretty sure that this is case

the thing though also is on ironman u have to factor zulrah scale time
and darts with 2tick speed will go through alot
like its not even reccomended to bp hydra on iron even though its better over bowfa
cuz of scale cost/darts
this is without quiver to which would give more of an edge to dhcb (these 2calcs range pot not ovl but still gap would be big anyway)

Also it already has 30% increased accuracy for draconic creatures
There could absolutely be a new crossbow to bring in for future content but the dhcb feels really balanced for what it is

An idea which does allign with your 2nd proposal.
What about for the dhcb the higher the draconic monsters hp remaining, the increased chance for a bolt proc. (For each 100hp remaining it's 1% more chance).
This would mean for hydra, vork, olm there may actually be a reason to use the dhcb.

Yeah, dhcb is quite balanced
It's a pretty common item from a raid that helps fight the dragon in the raid, and is also tied with dhl at Vorkath, another major dragon boss

The only dragon boss it doesnt beat like bp/bowfa on hands down, is hydra. And that imo is fine since its a slayer boss so it has no defense like all the other ones
