It has a chance, and that chance gets multiplied at 200m exp, I dont see what change needs to be made

RuneScape is a game based on rare drops, as is almost if not all MMOs. Especially drops that are meant to be considered highly valuable, even if only in terms of personal preference. If all pets were easy to get they wouldn't be rare and impressive when you see someone have one.
