It's probably because of how fast it is. Acording to the wiki, you can get like 500k+ if you're efficient enough. A skill like mining is slow enough as it is so it gets both. If it did get an XP bonus, it's likely be 2.5% like other skilling outfits.

Realistically, if you get to 86 construction, with the crystal saw and tea boost you can get pretty much everything you need, max nexus, ornate, jewl box etc. rest of it is really just cosmetic like the study orrery etc

But 99 is worth, easily the most useful 99 cape in the game imo

Crystal saw gives invis +3 and will last for I think 20ish constructions ABOVE your level, at which point you'll need to recharge (free) and the tea you can make in your POH kitchen (max shelves) gives a visible +3

You could do +5 from orange stews, but who can be arsed

If you are grinding for a Nexus, do not bother building it until you can make the max one. I am pretty confident you lose the runes and ports from the other versions

Save your runes, you're gonna need an asbolute ton of em
