The reason they are the only multi hit weapon to roll their accuracy this way is because they gain more dps from having your attack speed increased while wearing the full armour set. If they rolled the same way as all of the others the dps of said weapon would be much stronger because you could in theory be hitting fast and hard and not miss at least 1 hit every attack
