I just don't see how people are saying they can do it combat stats 60s with addy+rune gear. I can do the panthers and dodge both blood + panther attack, and avoid blood rain, but when i stand on star circle, i get him to always around 40-45% hp then he always dips down and heals back to 50%

Water staff unless your regions have another slightly better staff that is easy to get. Like desert has couple small upgrades for staff, wilderness can use thammaron/accursed sceptre but even those are under 1% dps increase. Biggest increase would be dragon hunter wand but that is so long grind
