I am wanting to make the Toy Maker into a stat block as an NPC/Celestial due to watching The new doctor who special #3 recently and just thought that it would be a an enormous pain in the bum (Especially considering I can't find the 1963 version) so I request help from the community to find/recall all the special traits and abilities that the Toy Maker uses to distort the cannon of Doctor who.

Such as, distorting and reconfiguring atoms with thought
Creating pocket dimensions through any door
Duplicating anything
Creature manipulation
Teleportation through the means of doors
Size alteration
In the old series he demonstrates the ability to turn hostile creatures and cause psychic damage. The Doctor's companion tried to punch him, but gets turned away at the last minute and clutches his head like it hurt to try.

He seems limited by the rules of his games and I think he relies a lot on luring his victims into his domain.
A stat block might be kind of difficult since he has god like reality warping ability. You'd be better off coming up with a set of game rules for the encounter or heavily modifying him to be more mortal. Maybe he has the stats of a normal human, but comes with loads of actions related to his domain or the game (lair actions). Maybe he has some legendary actions that let him conjure objects or attempt to mind control someone.
