One hand I have completely no idea, but a good place to check is probably whatever java version you are using, or fabric depending on what the server itself is running with
I messed with older versions and making em work, it's mostly cause Minecraft itself doesn't like older versions, so some messing with firewall things is needed

In theory, the version of Java being used shouldn't be a problem. If they're using the official launcher, those version differences should be handled automatically. If it wasn't the right version, the game usually would refuse to launch in the first place.
If I had to guess, (and take this all with a HUGE grain of salt, Network Protocol Error is a pretty vague error imo) it's either an issue with the networking permissions they've granted to Minecraft on their PC, or an issue with the network they're connected to.
From what I can find, it looks like there's multiple other cases that went around a couple years ago for 1.21.1 involving the same error.
None of which seem to have any concrete solution, unfortunately.

I don't entirely know what screwed up changes Bedrock has for command blocks compared to Java, but I think it's safe to assume that the distance shouldn't matter as long as at least one person is within simulation distance of the command block when it triggers. Best I can say is either move it closer or adjust your simulation distance if possible.

I doubt they'll port 3DS games tbh. The gameplay is too different, and the Switch and Switch 2 aren't really designed with touchscreens in mind as a control type for most things. In the case of the Professor Layton games, they'll probably port some of them to iPhone and Android eventually, considering they did it with the original trilogy already.
3DS and DS ports to the Switch or Switch 2 just seem a little too far-fetched.
Switch 2 might be a tiny bit more capable because of the joycon mouse functionality, but even then it seems unlikely.
