How the hell do you even limit a plane from using normal airbases
any plane capable of landing/taking off from a carrier can land and take off from airbases
An F-18F esque plane? Sure, I guess, but how (or why) do you limit it to carriers only? The F/A-26B is an F-18 and F-15 already, though.

one of the "requirements" for a new aircraft to VTOL is for it to feature a new gameplay element/feature that hasn't been used on other aircraft before

You CAN play it dedicated air to air but the back seater doesnt have much to do unless you want to roleplay Pilot/RIO since the radar is more than manageable by just the Pilot.

I think the electronic warfare role for the EWO in the 24 is already insanely cool as it is, and satisfies the 2 pilot role that this post is asking for. The capabilities of EW even in a direct combat role with BVR and even WVR is immense, and is extremely exhilarating.
