The current implementation of the ILS and how it is displayed on the HSI of the aircraft uses a fixed distance from the glide path/slope at all ranges, making it very easy to deviate significantly from an approach in hard IMC, especially as you get close to the touchdown zone. Basing the sensitivity of the ILS on the radial distance from the final approach course (as in real life) would make it much easier to execute the increasingly sensitive corrections required on final approach.

Is the modelling of the current ILS or guidance the cause for the Waveoff calls as the plane crosses the fantail of the boat?

No, you can check the reason for a waveoff in the flight log while in-mission. Currently even in the worst visibility conditions (fog) you'll be able to see the carrier 1-2nm out and line up visually, if you're getting waved off that close it's more likely to be your AoA.
