the host has always had to ban themselves, voting does nothing
though perhaps that should change

if a guy has over 70 votes then it should be very apparent that he needs to be banned

Not a bug, host makes the decision on the ban. Voting system only lets the host know what everyone wants... You can also vote ~every min hence 70 votes. This also prevents trolls from invading small lobbies and banning everyone... plus the potential issue of botted acounts just disabling multiplayer
