At the start of multiplayer missions and after each respawn the team radio volume is turned all the way down. All players in the EF-24 are required to turn up the volume to hear teammates

I tested this multiple times in singleplayer and multiplayer on 1.8.4f1 and the bug never occurred. I recall it happening it earlier versions, though, so it's either fixed already or the steps to reproduce the bug are unknown
