Cereal first so I can decide how much do I want to eat, and if I feel it's too much/little I can take it out/add more. And then add milk once I'm sure of it, I kinda "drizzle" the milk to make sure every bit is covered with it. And I personally like my cereal soggy so I wait for it until it's soften then I eat it. This way there won't be too much milk left afterwards and I won't need to add more cereal and I can just sip the last 2 tablespoon or so of milk.
