The only way to get it currently is to buy these packs but even if you buy them you won't get enough currency to buy him.If you want to make supreme beings rare thats fine but do it through events where players need to farm it heavily for player engagement or even do a banner you can roll with gems.

Yes for Touch Me, guess you can get him around 4h floor of Demonic Tower, but Time Lord Ainz is exclusive to the paid gasha banner so hard to get him unless his banner is permanent and they put medal rewards like they did with the hamster event
