Not able to continue quest

Hello i got question its bugged or not unlocked the bond system . I have been gatekeep by not being abble to progress the quest for days . Im pretty sure i have enough lvl to get it unlocked .
If its locked by game . How long do we have to wait for it to get unlocked . Its slowing down my progress
